There were various bits importing SIP and matplotlib that were making
framework only builds more difficult to use. This adds conditional
imports to disable functionality in those cases.

Moves OrderedWorkspaceHistory into a new class and adds a new method to
the config python API. This allows users to get the current Mantid
application directory from the config service.
