Add clearer failure message for Masking System Test

Remove optional flag for moving workspace. Always move workspace

Python 3 generates an RuntimeError regarding the mix of PyQt4/PyQt5
rather than an ImportError from IPython in Python 2.

The WorkspaceGroup now contains no history, as intended. Any
introspection must be done on the one of the elements. The SANS
case will have all history in the element workspaces as the same
so the first is chosen
