Not done all. NormaliseToMonitor, GetDetOffsetsMultiPeaks, NormaliseByCurrent, SumSpectra and Transpose still need finishing.

There was a miscalculation in the number of bins for non-event workspaces
and a blanket exception thrown for using non-event mode.

Fixed the code to make the test pass. Isn't agile programming awesome!

Some quick checks to make sure that the end values aren't zero
because log(0) is undefined, and something to shift the final bin
boundary to be xmax.

Rather than testing the algorithm as a whole, exposed some of the
internal functions to test directly.

The test doesn't compile (and isn't committed) and handing this a
histogram workspace will throw an exception.
