Git on Windows incorrectly attempts to generate a diffstat with
.dot (graphwiz) files. This new line forces git to diff the
file as plain text.

- This was required as the published WSDL is wrong, and does not allow creation of datafiles in datasets.
- Updated date on git hook to allow gSOAP generated file to be added.

 - Increased filesize of gitattribute to allow gSoap generated files to be commited.

- Modified `ICatHelper.cpp` as generated attribute name has changed (most likely a bug in gSOAP).
- Increased file size in .attributes to allow `soapC.cpp` to be uploaded.

From git 1.7.2, there's a new way of dealing with line endings.
This setting of the attribute should mean that developers get their
native line endings locally, but that we only get LF endings in the repo.
Requiring everyone to set a config property to enforce this should
no longer be necessary.
