Enables printing support within Workbench on a package.

Adds the Python library TOML to the required packages list for RHEL /
Debian / Mac. Additionally, it bumps the SHA for MSVC deps to a version
with the required files

Mainly this is due to more recent package versions on Python 3 to their
requirements are different.

It is required by the external mock package.

It is required to run the system tests with the
new bundled Python framework. In the future we
may want to consider how we deal with developer
dependencies but this is smaller enough and has
potential uses elsewhere that we should just
ship it.

The Resources and Helpers directories in the frameworks
are optional and symlinks should not exist if the target
does not exist. Whilst having the symlinks doesn't affect
the functionality of the program it creates issues using the
cp -r command as we do in systemtests as it exits with a
non-zero status when trying to following dead links.

Dependencies now go into Frameworks as seems to be done for
other application bundles. This should bring us close to
be able to sign the app bundle

Matches the windows installation and makes it easier to find
the application without having to open a terminal.

It seems that the `&` character in the `Info.plist` causes on OSX Yosemite causes MantidPlot
to hang on startup.

git describe requires a tag to be present in the tree and in particular
errors out if a shallow clone is used. We no longer use the number of
commits after the last tag as a descriptor so "git log" will suffice.

Update the template used to generate the modulefile for the MPI builds so
that it works with the current configuration of fermi.ornl.gov.
