The bug was never seen because it was also comparing `InstrumentInfo` to
`str` which was always returning `False`. This PR fixes both of those
issues and reduces pep8 warnings.

It has the same input properties as ReflectometryReductionOneAuto and just calls that under the hood
It does some set up to set the instrument, sample logs etc on the live data workspace as required for RROA
