The versioning has been changed so that it directly replaces the pyhton version with no version incrment

The remainder of the unit tests have been ported over

Problems were due to print statements that should be logger statements or
non-matching whitespace between expected/output statements for usage
tests.

the version number of the c++ version has been changed to 1

The python version of the algorithm and test have been removed

When the standard SINQ-paths are not available, LoadSINQ returned without setting the output workspace properly. This commit fixes that behavior and makes the doc-test pass as well.

Unit tests had to be adjusted because of element ordering. While looking at the file,
made some performance improvements.

This documentation will not be changed until final decisions about their further treatment have been made.

The converted text is stored in separate .rst files in the docs directory.

Fixed a problem in the Stitch1DMany unit test where it wasn't converitng a double to a string

Stitch1D now tkaes range tollerences into account

Stitch1DMany adapted to give the scale factors for each Stitch1D step.

Fixes warning messages about failing to load plugins.
