Note have updated all the existing IDF to the
best of my ability to use is="monitor" rather
than mark-as="monitor"

 (e.g. bank01 to bank1) in HYSPEC IDF to be consistent with NeXus files.

If we add an equation, event it is value+0.0, then we will
have a default value of 0.0.  This will get rid of the NANs
that were appearing if the s2 motor was missing.

Also added the last-modified attribute

Changed from 1.585 m to 1.59643 m

Change capitalization for log values to msd and s2. msd is recorded in milimeters, so multiplication by 0.001 is included. Refs #2810
