I have left ParseKeyValueString out of this commit
as I want to see if the unit tests pass with the use
of Mantid::Kernel::StringTokenizer, which ParseKeyValueString
does not use.

m_properties contains owning unique_ptrs. The ordered properties vector has non-owning pointers.
declareProperty takes a unique_ptr and sinks it.

Kernel now compiles.
