Thisgs to note:
 * C2450 warnings have been suppressed when including Poco headers
   that inherit from std::stream
 * Boost date_time no longer accepts just a date for an ISO date/time
   string

You can now control the log level by right click on the log window

Refs #1815. Avoided a static initialization problem on Windows MSVC where the mutex that Logger::get was using had not been created yet. Also fixed the incorrect eol-style property that I set before on the CMake files.

Refs #1815: Made the Logger destructor thread-safe. This should fix any parallel Algorithm execution (two or more Algorithms started in parallel). Added test for Logger.

Rename Framework code directory to just that. Also delete Main and VS & Eclipse project file. Re #1881.

Added a thread-safe logging stream which is compatible with our logging in our threaded loops. It is still not a good idea to log too heavily in parallized 
loops but at least this way it is safe. Re #1201

Fix log memory leak and made loggers a bit more lightweight

Clear linux error on build server

loggers are now defined in the algorithm base class, sumspectra is the only one to take advantage of this so far.  Possible mild memory leak reintroduced need to look at the release of the logger in the alg destructor.

Loggers should not leak now and can be disabled by calling setEnabledfalse)

Massive Doxygen cleanup, still more to do though
