Followed Roman's suggestion to make getFitWeights() virtual and remove getWeight as well as calSqrtW from CostFuncLeastSquares.

Instead of calling the virtual function getWeights each time fit weights are accessed in LeastSquaresCostFunc, they are mapped once before the calculations.

Made CostFuncRwp inherit from CostFuncLeastSquares other than
CostFuncFitting.

Modify CostFuncLeastSquare such that CostFuncRwp can inherit from it.

* The value of the cost function is printed after each iteration
* The Covariance & Hessian matrix are output at the end of the fit

Rename Framework code directory to just that. Also delete Main and VS & Eclipse project file. Re #1881.

Calculate covariance matrix output using new minimizer interface. For this is only done when methodUsed="Levenberg-Marquardt". Also still need code for the case when the specified parameters by the user are not the same as the parameter fitted on. Refs #1080.

Allow empty value in ListValidator if it's on the list of allowed values plus a bit of tidying up in the validators.

There are changes to WorkspacePropertys that affect PropertyManager.  In all cases Property.setValue() now returns a string containing any validation errors.  This is a change to the WorkspacePropertys that sometimes ignored errors.  There are descriptions for some propertys in MantidPlot available as a tooltip re #593 and re #410
