Fixes #2247: Correcting reporting of # of failed tests, and better refreshing when changing the number of tests inside a suite.

EventLists can now have 3 types of underlying data: TofEvent, WeightedEvent, and WeightedEventNoTime (which drops the pulsetime information). A later CompressEvents algorithm will convert to WeightedEventNotime. Extensive changes to the EventList tests to check every possible combination of every method. Refs #2245

Incorporated the PSD bleed tests into the Inelastic GUI. Also cleanup up a few things around variables names in the script along with updating the parameter files to hold defaults for the bleed test. Re #1925

Create the python mtdHelp function in a much smarter way. Aboids a (very long) chain of if/elif statements that the python interpreter on RHEL5 didn't like. This way it doesn't matter how many algorithms we have. Re #2254

4) Added IkedaCarpenterPVTest back in  

Added code that: one way to speed up IkedaCarpenter further would be:

When testing this function consider using focussed GEM data (e.g. test/nexus/focussedGEM38370_TOF.nxs) since at present it is only
for the GEM instrument that IkedaCarpenter parameter are currently pre-set.

The SANS interface now uses the Load algorithm and can read sample log information from Nexus files refs #2251 and #2238 and #2152 fixes #1294

refs #1624 Widgets For Displaying Dimensions. Can now be populated upon first execution of filter. Minor fixes to display previous extents and to enable volume rendering.

Phuuu been swearing at the computer and GSL for a number of days. Good news GSL OK, culprit was memory leak when calculate numerical derivatives. re #1547.

Enabling keep_pixels option in CPR -- intermediate check-out

Hack PythonAPI tests so that they will pass when run from a different directory. The temptation to just rename the executable to PithonAPITest was strong, but resisted. Re #1881.

refs #1772 - Tosca now supported for reduction to DeltaE in Indirect CTE interface, at least for main chunk of the work.
