CreateMDHistoWorkspace used a method in ImportMDHistoWorkspaceBase.cpp to declare some of its properties. Decoupling these two classss allows us to implement mandatory property changes to CreateM CreateMDHistoWorkspace without affecting ImportMDHistoWorkspaceBase.cpp Refs #13912
