Separate included files for Qt4 and Qt5 libraries, re #23667

Separates the current function call for building the Qt 4 and 5 libraries into two
separate function calls - for Qt4 and Qt5. The Qt5 call only includes
files that are necessary for successful compilation.

Tabs have been removed from the file and replaced with 2 spaces.
