Refs #2954. Eliminated the PeaksWorkspace output property. Added the double

properties, Intensity and SigmaIntensity.
Incorporated const's and static's where needed.
Added class variables RectWidth and RectHeight, for later tweaking for weak peaks and/or weak time slices.
