Added ROCm/6.2.0 to the tests.  Since the upper-bound limitation of 65536 (64K) appears to be explained
by a change to make HIP more like CUDA, I removed the CASE_2 and CASE_3 tests.  I focus on the failures
of fft transform lengths from 16 to 4096 for IN-PLACE transforms with 6.0.0 and 6.2.0.
