Update raps in simulation server

  • Moved the raps submodule to the top level
  • Added the simulaton dashboard as a submodule
  • Update the Dockerfiles and docker compose to be simpler to use.
  • Include the dashboard in the docker compose so you can launcher server and dashboard with one command.
  • Update RAPS and change the simulation logic to match the new RAPS configuration
