Setup initial React Project and Added some Dependencies

Webb, Jake requested to merge react-initial into main

This merge request adds the initial scaffolding of a new react application. It also adds dependencies for tanstack/query, tanstack/router, tailwindcss, prettier, and eslint.

The build tool for this project is vite, vite create is what was used to scaffold the react application.
