Add support for network model verification testing, plotting, and inter-job congestion studies

1. Integrated plotting of network topologies - added functions in plotting.py
2. Integrated synthetic network workloads -w network_test and -w inter_job_congestion in raps/workloads
3. Developed standalone script for verification/validation of inter-job congestion, in scripts/run_inter_job_congestion.py
