Fix issues with MIT dataloader

Fix some issues with mit_supercloud/loader.py - there was some issues with the start and end times, and time_limit, which was causing 0% utilization. Also, added experiments: mit-replay-24hrs.yaml and mit-synthetic.yaml and removed mit.yaml. Ran tests for -m mit_supercloud, which all passed.
