Relative Spawning Functionality for Frontier/CEP/Machine Room Complete

Did not alter previous methods in case, instead added new methods named "Construct_Frontier_NEW" and "Construct_CEP". Also added level FrontierAlignment to help to see positioning with floor plan. Will need to update rack/cabinet spacing in the future.
