OM Edit compliance and restructure

Greenwood, Scott requested to merge OMEdit_compliance into main

This merge represents modifications to improve the pedantic application of the language to the base libraries. These are breaking changes and will require users of AutoCSM to make some simple updates to the infrastructure

Other changes

  • Change naming of Modelica base library from ExaDigiT_AutoCSM to TemplatesCSM
  • Changed GenericCSM to GenericDatacenter
  • Updated README to reflect the general applicability of AutoCSM
  • Added a method to automate the creation of a setup file for the language of choice
