Create NDIP tool for image_counts.py script

We would like to take the containerized version of image_counts.py script CLI and get it uploaded to NDIP as a tool.

A few things need to happen to enable this:

• We need to have a container image published for image_counts.py; we will work on the CI/CD pipeline for this once we have our CI infrastructure setup (related issue: )
• We need a general name for the tool. I suggest IMAGINGE-X Image Generator (@z0m or @r8s, feel free to suggest others in this ticket)
• We need to create the XML to make the tool in NDIP in the repo: https://code.ornl.gov/ndip/galaxy-tools
  • Steps include:
    • Make XML for our tool. (Example for single peak fit tool: https://code.ornl.gov/ndip/galaxy-tools/-/blob/dev/tools/neutrons/asrp_single_peak_fitting.xml?ref_type=heads)
    • Add an IMAGINE-X Data Reduction section to the Calvera Tool Config file + add our tool from the step above to this file:
