Added some arithmetic helper kernels

• Added kernels for basic arithmetic functions: add and modular multiplication in Fourier space.

• Added a simple period-finding kernel to demonstrate the use of those arithmetic kernels.

• Restructured qrt example folder and updated the ctest commands accordingly.
