abstract = "We describe the new ENDF/B-VIII.0 evaluated nuclear reaction data library. ENDF/B-VIII.0 fully incorporates the new IAEA standards, includes improved thermal neutron scattering data and uses new evaluated data from the CIELO project for neutron reactions on 1H, 16O, 56Fe, 235U, 238U and 239Pu described in companion papers in the present issue of Nuclear Data Sheets. The evaluations benefit from recent experimental data obtained in the U.S. and Europe, and improvements in theory and simulation. Notable advances include updated evaluated data for light nuclei, structural materials, actinides, fission energy release, prompt fission neutron and γ-ray spectra, thermal neutron scattering data, and charged-particle reactions. Integral validation testing is shown for a wide range of criticality, reaction rate, and neutron transmission benchmarks. In general, integral validation performance of the library is improved relative to the previous ENDF/B-VII.1 library."

abstract = "High-resolution neutron capture cross-section measurements on 60Ni have been performed at the Geel Linear Accelerator in the energy range from 1 to 450 keV. An experimentally determined weighting function, obtained by a total energy detection set-up, has been applied to the measured capture spectra. The parameters of 275 resonances have been determined in a recent reanalysis using the FANAC R-matrix shape fitting code. Accurate values of the maxwellian-averaged capture cross section for stellar temperatures ranging from kT=5 to 100 keV, corresponding to different scenarios of s-process stellar nucleosynthesis, have been calculated. The distributions of partial radiative widths for s- and p-wave resonances have been derived. A correlation of 0.64 between capture and reduced neutron widths is compatible with the presence of nonstatistical effects in the capture of 60Ni."

abstract = "Background measurements in neutron time-of-flight spectrometry generally depend on the black resonance technique. Filters are employed giving negligible transmission of neutrons at the energies corresponding to a few strong resonances and backgrounds are indicated by the residual events in the resonance regions. The background with no filter present is derived from measurements with different filters, singly and in combination. This method is shown to be properly applicable only to the case of a single component background field at low energies. In the more general and common case of a complex background field it systematically underestimates. A new method of background determination is proposed and examined. It uses black resonance filter data both on and off resonance to determine directly the true background-subtracted spectrum. This âblack and white filterâ method is applicable to the general case of a complex background field. It is valid to higher energies than the usual black resonance technique and will expand upwards the energy range of high precision neutron time-of-flight measurements."

annote = {Results of neutron time-of-flight measurements are commonly used to parameterize neutron induced reaction cross sections in the resonance region based on the R-matrix reaction theory. Reaction yields or transmission as well as their covariance information are derived starting from measured counting spectra. They are then used in a least squares adjustment for obtaining model parameters.
In this paper, a compact formalism is presented to propagate both the correlated and uncorrelated uncertainty components. Full information on the origin of each correlated component of the covariance matrix is maintained. This is particularly important in order to avoid a bias on the model parameters through a phenomenon known as Peelle's Pertinent Puzzle (PPP). This compact formalism was implemented into the data reduction code AGS (Analysis of Geel Spectra).}

abstract = "Average fluctuation cross sections were computed numerically from a unitary analytic K-matrix with normally distributed pole residue amplitudes and pole spacings having the Wigner distribution. Unexpected results included an elastic enhancement factor of 2.12 in the many channel limit, regardless of transmission factors.
