 Changed rule of make . You can either do make test for trace comparison or make compute for mpi executable generation

updates utils VectorStatic and MatrixStatic to have view-like semantics, allowing non-owning VectorStatics and passing these things by value instead of by reference.  Need to add a test to ensure that VectorStatic objects passed by value to the kernel that are then modified by the kernel stick.

adds array bound checking to MatrixStatic and VectorStatic to enable their use in debugging the kernels

updates kernel src to different folders whose name actually means something, and changes Makefiles to work.  c_f tests work.  c_c tests are closer but need namespace issues fixed
