[Enabler] Setup Mantid VMs

We need to set up VMs to run Mantid builds

These can be set up in orc-open-saeinternal

They will need the following specs :

• RAM = 32GB
• VCPUs = 8
• Disk = 160GB

Servers should be set up according to current blue/green deploy configuration Servers will be configured for mantid in a follow up story
