Update Ce AWR updater to add them to the ce  file

Case 15124: Added a template to make the input for the new utility that combines individual CE libraries into one final cohesive library. Also (mostly Doro) updated the template that is used to generate the input to make individual CE libraries in the first place.

Adding user options for NGP, GEN, and NSK parameters to be passed on SCALE infinite homogenous case template

Case 13290: Make sure the total is updated with thermal MT=2 for thermal moderators in the template, i.e. use file ft32f001 instead of ft31f001 in fabulous_urr.

Templates have been updated to add a different number of sig0 values depending on Z and omit  homogenous irffactor for Z >= 40.
The Z value is under user control in the templates
