New Translator extends the pyUSID ImageTranslator to allow for reading dm3 and dm4 files.  No changes should be necessary for existing code.

first commit of new translator for 3ds, sxm, and data files from Nanonis instruments.

added translator to list for calling, and fixed IO_time attribute

GTuneTranslator extends GLineTranslator. Tune File requires soem extra Parameters.

1) Merging GLineBeTranslator with GLineTranslator. i.e., adding params to be included in HDF5 file after reading, plus certain other parameters into the file.
2) Removing the formers reference from __init__.py as well.
3) Removing the former file from the system.
