CI & Cache

As a quality of life improvement, it would be good if FIRE packages and workspaces came with a default CI pipeline that builds and tests packages using standard ROS2 tooling.

Additionally, this could tie into the caching of various versions of builds to prevent lengthy build times on lower spec machines.
