New deployment

• Store production settings somewhere (so we can use LDAP)
• Access to SNS file system [outputs will go into user's home directory]
• Run with apache rather than test server
• Run tests in CI
• Container needs to run redis and celery for the jobs to run (these cannot run as root)
• Update config. DB should run outside the container
