Not exporting the header and compiling these files: to be relocated to qcor.

There are a few unit tests which uses these headers. Will either relocate them to qcor or rewrite this (e.g. ControlledGateTester which doesn't really need qubit types, XASMCompilerTester only has one test for qcor, etc.)

The acquire pulse must use memory slots from 0, not the measured qubit

This may cause issue when only a subset of qubits are measured.

IBM Backend: Default to multi_meas_enabled=false if missing

Currently the JSON configuration for some IBM backends does not include
multi_meas_enabled at all, causing a crash. Try to handle this, but be
conservative and assume no multi_meas_enabled means
multi_meas_enabled=false.

Ported nnizer transform to XACC

I realized that this was buried in an ExaTN-visitor only folder. This made it unusable for others such as ITensor (when users don't compile w/ ExaTN)

Added an option to shuffle QAOA ZZ terms and updated the QAOA python example with graph input

Need to use maxcut-qaoa to use graph input.

To check the shuffling option as well.
