Staging SST tests on when ADIOS2_USE_SST=OFF

SST tests are triggered even when -DADIOS2_USE_SST=OFF is passed to cmake. This is not letting local tests pass. Should be an easy fix at the CMake level using ADIOS2_HAVE_SST
