ci: Disable Install.Make.Fortran test

Add documentations for SSC engine

Currently unknow why this test fails in CI but this disables it for the time
being until it can be fixed and re-enabled.

cmake: Update package dependencies for static libraries

The EVPath package has no COMPONENTS.  The existing use of them for
EVPath was probably accidentally copied from the HDF5 dependency.

The C test should use `MPI::MPI_C`, not `MPI::MPI_CXX`.

adios_reorganize can convert Local Array variable if it has exactly 1 block. Otherwise, it will quit with a meaningful message instead of segfault. Related to issue #2033.
