Issue #363 BPFileReader BeginStep return

BeginStep shouldn't return EndOfStream status after reading last step.

Heat transfer example working as expected.

Enable and Test writing Attributes in Fortran bindings

Each string in a string_array is limited to 256 in C and Fortran
bindings.

Fix warnings from python and GNU headers.

Due to some squireliness of how python headers work, we need to include
any python binding headers first, before any C library headers.  This is
contrary to the projects coding and style guidelines but necessary
since python.h will otherwise re-define core system feature macros.
