BA and county fill out

Currently outputs are returned only for ReEDS BAs and counties that have hydro representation in WBM. This means BAs / counties lacking hydropower plants with nameplate exceeding 30MW are not represented in the outputs. A solution is required and may involve a simple copy of the smoothed trendlines from neighboring BAs / counties.
