libssh: revert "dev" output split 

Do not split 'dev' output until lib/cmake/libssh/libssh-config.cmake
is fixed to point INTERFACE_INCLUDE_DIRECTORIES to .dev output.
Otherwise it breaks `plasma5Packages.kio-extras`:
