haskellPackages.stakhanov: disable test suite 

In theory this should work with postgresql + pgmq plugin with
postgresqlTestHook and postgresqlEnableTCP (hardcodes port),
but it fails on selecting from the pgmq schema. Maybe the db
needs to be preinitialized somehow?
