go: Support WASI platform 

With this change it is now possible to build simple Go packages into
WebAssembly and WASI. For example, it is now possible to build
`wazero` to wasm:

$ file $(nix-build -A pkgsCross.wasi32.wazero --no-out-link)/bin/wazero
