Fix satellite peak data processing config

solve problem with this config file: /SNS/TOPAZ/IPTS-31189/shared/ReductionGUI/test_sat.config

• when uploading this file, the UI does not auto update the filled blanks
• related to satellite peak data processing, the satellite tab is not auto activated
