A graphical tool to estimate the Q ranges based on initial user input

This can be a major add on to the drtSANS gui, that users and instrument scientists can estimate the Q ranges and Qmin Qmax for each overlaps between Q ranges based on initial user input and instrument setups.

This new feature may reuse the Q range stitching tool on reduced curves.

The CIS should provide more details on this including the math to estimate the curves before reduction.
