Setup sample assembly creator repo

Mainly, this is the ticket to get the initial setup for a sample assembly creator package.

TODOs:

• Layout package structure
• Define dependencies needed
• Setup initial test code (@fi0 already has some code here that does just this) removed this since it will be added for individual source code after this issue is closed for adding the structure
• Create pyproject toml to define package
