Update template with lessons learned from trame-facade

While adding this project structure to trame-facade, there were a couple of changes that would be nice to push back to this repo.

1. We should push the source image from the lint stage and reuse it during unit-tests.
2. We should use regproxy for grabbing public images rather than pulling directly from Docker Hub.
