Design for builds, pipeline, and dev deployments

Dev currently has to go to gitlab to manually build the image. We want to create a separation of prototype and prod images to better streamline the process. Ideally, the dev should never have to visit gitlab to do things like start the build, check the status of the pipeline, and create a MR to move to dev branch.
