Prompt Galaxy login for first time users

When users log into the dashboard for the first and have not logged into Galaxy they should prompted to log into Galaxy in a pop-up window. Once they log in, the pop up should be closed, and the user should be logged into the dashboard. If the log in process is canceled at any time, the user should not be logged into the dashboard.
