Add panel for viewing currently running tools

It would be helpful for users to have a way in the dashboard to see which tools are currently running without having to navigate to the instrument page where a tool can be found.

This panel could either expand from a button similar to the preferences panel, or we can have a button which opens a navigation drawer.
