https://github.com/galaxyproject/galaxy/issues/21317 is a known issue in the 25.1 upstream. We can do one of the following: 1. Help upstream fix the button and remove our custom stop functionality. 2. Push upstream to fix the button and hide it. In this case, we should also fix an issue where out stop button can cause other jobs' stop buttons to also flicker.
