phonopy tool for GRAVITAS

For the GRAVITAS LDRD project, we want a Jupyter environment with Phonopy installed

• a name of the XML file you'll be creating (see more about XML files here)
  • neutrons_gravitas_phonopy.xml
• a tool id (i.e. neutrons_my_new_tool)
  • neutrons_gravitas_phonopy
• a section name where to put your tool in a tool panel.
  • GRAVITAS
• indicate if the tool will need GPU
  • no GPU
• additional developers that will be developing the tool (if this is the first time they work in this repository)
