Renames FileFinderHelper to InstrumentFileFinder following a PR comment.
Additionally it adds a deprecated warning to the Python export

Renames the class and associated files, as utils is more generic when
these are really a collection of helpers for users. As under the hood
it's using FileFinder but not supplimenting the functionality

Moves multiple static file handling methods, such as FindFileX out of
ExperimentInfo into their own class

Runs clang-tidy pass by ref across the codebase to fix-up various
warnings we are seeing in cppcheck

No reason to change the name of the property. Would be far more convient for existing clients if the name of this property remained the same.
