Since mantidplot is no longer in the codebase, the dependencies are no
longer needed by developers.

It was checking for MantidPlot and not Workbench

Fixes an issue with Jupyter Notebook failing to start

Occasionally the X server wont shut down quick enough and
starting another quickly results in an xvfb error. Ensure
all sessions have been stopped.

Updates script to Python 3 and pins sphinx as it currently runs in Python 3.5

Occasionally we get "xvfb-run: error: Xvfb failed to start" errors but it is hard to debug them. This will output them to the Jenkins log.

This adds a variety of information that was useful during a tutorial
for new people at ORNL. It also squashes a number of sphinx warnings.

The new sip build system complies with pep 517 and
requires configuration by a standard pyproject.toml
file rather than running a single command. Along with
these changes the fixed sip.h file has been removed in
favour of a header generated locally if required.

We now support both the sip build systems as this is
required in our current support for multiple OSes. In
the process of adding support some cleanup has been
included:
  - the .sip files in our tree are now full module defs
    rather than the boilerplate being filled in by CMake,
    giving each module more flexibility.
  - the sipwrapper file has been removed in favour of a
    simpler script to simply strip the problematic code
    for C++17 compatability.

Recent package updates have now added the .sip files inside
of the PyQt5 package itself rather than in a separate
global directory

Also adds a check if Qt5_DIR is already set so we can
respect any commandline arguments passed through.
Homebrew recently add Qt 6 as the default qt formula
and added qt@5 for Qt5. This change supports building

with the older and newer paths.
